This user agent could be realting to this piece of software calle Website Downloader (http://www.vbcity.com/pubs/article.asp?alias=downloader)
However, the visits to one site over 10 days or so seemed focus on the index page rather than a comprehensive crawl. All the visits were from the same IP address so it's almost certainly 1 user fiddling about, and not worth blocking for now.
